SSRI President's Address to the 8th Japan-Taiwan Strategic Dialogue

The long-standing immigration restrictions due to COVID-19 have finally been eased, and it is a great pleasure to hold face-to-face strategic dialogue for the first time in two and a half years. During this time, we held online strategic dialogues. However, it was rather difficult to hold precise discussions, and I felt a sense of unease. From now on, full-fledged discussions will be possible, and we can expect great results from the Japan-Taiwan Strategic Dialogue.

 Turning to the international community, Russia invaded Ukraine on February 24, and the world was shocked to witness the unilateral change of the status quo by force by the military superpower. Russia's unilateral aggression had no justifiable basis, and the fighting spirit of Ukraine, stoked the sentiments of democratic countries, urging them to provide weapons and other supplies to Ukraine under the pretext of imposing economic sanctions on Russia. Russia's unilateral military aggression has led to global energy and food crises, raising awareness of the importance of economic security issues. And Russia's military aggression reminded us of China's military aggression against Taiwan.

 In addition, at the 20th National Congress of the Communist Party of China, which ended on October 22, the Central Committee of the Communist Party of China was solidified with members close to President Xi Jinping, and as President Xi Jinping's dictatorial regime was strengthened, the third term of the Xi Jinping regime began. In addition, on the opening day of the 20th National Congress of the Communist Party of China, President Xi Jinping's statement that China would never renounce the use of force on the issue of Taiwan's unification can be interpreted as a manifestation of his intention to resolve the Taiwan Strait issue.

 At such a time, it is truly significant that the Japan-Taiwan Strategic Dialogue holds a wargaming of armed attacks by China against the Nansei Islands and Taiwan. This new attempt to explore the strategy of Xi Jinping in his third term, dividing both SSRI members and TSRA members into four teams, such as Director team, China team, Japan team and Taiwan team, will indicate the future direction of the Japan-Taiwan Strategic Dialogue. 15 November 2022
